I think so. I believe the process began when he "chose" her. Small changes began in her after meeting with him that night.Then again, he does say that she would now have to be a faerie because of drinking the wine. However, I still think that she would have changed even if she hadn't drank it that night.

If you drink the faery wine or food, you are automaticly inclined to be apart of them. If she hadn't drank the wine she wouldn't have had to stay with Keenan, She wants to have a mortal life with Seth and at that point she is still terrified of faerys. But I think she would have decided to be the Summer Queen because of meeting the Winter Queen and Keenan would've convinced her.
